The measure has been introduced in the Assembly by Assemblyman Allds, the majority leader of that body. In a. general way the measure is not, as has been popularly supposed, an anti-trust bill. It is rather designed to encourage the formation of trusts, under rigid restrictions, however that the governor believes will do much to legitimatize and popularize the formation of great combinations of capital. There is no embargo placed by the bill upon the incorporation of trusts or industrial enterprise in any way. The specific remedy provided by Professor Jenks and approved by Governor Roosevelt for the evils that now exist is the widest scope of publicity concerning the affairs of such undertakings.
